Hong Kong is a major global trade and financial hub, functioning as one of the world's busiest re-export centers. Re-exports account for the vast majority of goods trade, with electrical machinery and electronics (HS 85), telecommunications equipment, precious stones and jewelry (HS 71), machinery (HS 84), and watches (HS 91) as leading categories. Mainland China is the overwhelmingly dominant trading partner (over 50% of total trade); the United States, ASEAN, the EU, Japan, and Taiwan are other key markets. Domestic exports are limited, including jewelry, electronics, and garments. Hong Kong maintains a zero-tariff free port policy with no customs duties on imported goods. Hong Kong applies HS 2022 with 8-digit codes under the Hong Kong Import and Export Classification List (Harmonized Commodity Description and Coding System), administered by the Customs and Excise Department, Hong Kong SAR, within the WTO (separate customs territory), CEPA (with Mainland China) framework.
